Adult Sport Team Rules for Neighborhood Parks in Watauga, Texas

Introduction

The following rules have been developed to provide guidance for the use of neighborhood parks by adult sport teams. The rules are necessary to help ensure the safety of park users and to protect park property. All users of Watauga parks are required to comply with these rules.

-All games and practices must be scheduled in advance through the Parks and Recreation Department.
-Use of amplified sound is not allowed in any park at any time.
-Only rubber or synthetic balls are allowed in park playgrounds.
-Updated rosters must be submitted to the Parks and Recreation Department prior to the start of each season.
-Team sponsored gatherings or special events must be scheduled in advance through the Parks and Recreation Department. picnics, barbecues, etc.)
-Teams are responsible for the conduct of their players, coaches, spectators, and other team representatives while using parks or participating in city sponsored events.
-Teams found to be in violation of these rules may be subject to disciplinary action, including but not limited to, removal from the park or denial of future permits.

Eligibility

Players must be 18 years of age or older as of September 1st of the current year to participate. Proof of age (Birth certificate, passport, or driver’s license) must be provided at the time of registration and kept on file with the League Coordinator.

Age

To participate in any organized adult sport activity in a Watauga park, players must be 18 years of age or older. Exceptions will be made only for volunteers who are participating in a mentoring capacity for players who meet the minimum age requirement.

Residency

All participants must reside within the corporate limits of Watauga, Texas.

Physical ability

In order to ensure the safety of all participants, it is essential that each team member be in good physical condition and able to participate fully in all play. No player shall be allowed to compete while under the influence of alcohol or drugs. Each team is responsible for the conduct of its members both on and off the field. Repeated infractions may result in forfeiture of games and/or removal from the league.

Team registration

All teams must be registered with the city to play in the Watauga Parks & Recreation Adult Softball League. A team registration form and fee must be submitted to the Parks & Recreation office prior to the start of the season. The team registration fee is $200 for Watauga residents and $250 for non-residents.

Registration deadline

All team members must be registered by the deadline in order to be eligible to play. Late registrations will not be accepted.

Team captain

The team captain is responsible for the following:
-registering the team and providing player information to the recreation center
-submitting a team roster to the recreation center
-ensuring that all team members have completed the online player waiver form
-paying team fees
-serving as the primary point of contact between the team and the recreation center staff
-communicating any changes or concerns to recreation center staff in a timely manner
-leading by example and promoting good sportsmanship among team members

Team name

Your team name must be registered with the Recreation Center before your first game.

Game format

Length of game

A game consists of two halves. Each half is twenty-five (25) minutes long. There is a five (5) minute halftime break between halves. The clock will not stop during the halftime break. If, at the end of the first or second half, the score is tied, then a five (5) minute overtime period will be played. If the score is still tied at the end of the overtime period, then the game ends in a tie.

Number of innings

The game will be played until one team has scored more runs than the other team at the end of an inning, or until time has expired. A new inning begins when the third out is made by the team that is currently batting. If time expires before one team is ahead of the other, the game ends in a tie.

Mercy rule

The mercy rule is a guideline in some sports games, used when one team is substantially ahead of the other. The purpose of the rule is to prevent injuries by ending the game early, as well as to spare the losing team from an excessively lopsided score. In Watauga, the mercy rule for adult sport teams in neighborhood parks is as follows: if one team has a lead of ten runs or more after five innings (or four-and-a-half innings if the home team is ahead), the game will end and that team will be declared the winner.

Equipment

All players must wear shin guards. No player shall play without a jersey. All participants must sign a release form prior to playing.

Bats

All Watauga Residents ages 18 and older participating on an Adult Sport team playing in the Neighborhood Park must adhere to the following Bat rules:

-All players on the team must use the same brand and model of bat.
-No player may use a bat with a barrel larger than 2 5/8 inches in diameter.
-No player may use a bat that is more than 36 inches in length.
-No player may use a bat that weighs more than 33 ounces.

Balls

Type of ball: Soccer balls must be size 5; basketballs must be regulation size.

Basketballs may be used on all basketball goals, tennis courts, and volleyball courts.

Soccer balls may be used on all soccer goals and on the large grass field only.

Fielding gloves

Fielding gloves must be worn by all defensive players except the catcher. Gloves may be any color.

Uniforms

All players must wear a shirt of the same color. Shirts must have either long or short sleeves. All players must wear socks that cover the shin area. Socks must be a solid color that matches the color of the shorts.

Player uniforms

All team members must wear a shirt of the same color. The shirt must have either sleeves or a collar. Shorts or pants of a similar color may be worn. Players must wear shoes. No metal spikes are allowed.

Team uniforms

All teams must wear uniforms. Shirts must have a collar and sleeves (tank tops are not allowed). Pants/shorts must be worn at the waistline and cannot be more than 3 inches above the knee. All players on a team must wear the same color shirt (sleeves and/or body). If a team does not have matching shirts, pinnies will be provided by the park. All players must wear gym shoes or turf shoes; metal cleats are not allowed.

Substitutions

Each team is allowed two substitutions per inning. Both substitutions may be used at the same time. If a team has only one player available to substitute, that player may enter the game only once per inning. All substitutions must be made prior to the start of the next half-inning. Any player who has been removed from the game may re-enter the game only once.

In-game substitutions

During the game, each team is allowed up to three substitutions. Substitutions may be made at any time during the game, but must be made during a dead ball situation. Substitutions may not be made during live-play, including when the ball is in play or when there is a stoppage in play due to a foul. To substitute, the player must be within arm’s reach of their coach and must report to their coach that they are substituting before entering the game.

A player who has been substituted for may re-enter the game one time, at any point during the game, provided that they report to their coach before entering and that there has been at least a four minute break in play since they were last on the court. A player who re-enters the game after being substituted for may not then be replaced by a sub for the remainder of the game.

Pinch-runners

A substitute for a player is allowed only when the opposing team captain agrees. If a player is injured and unable to play, a pinch-runner may be used to replace him/her. The pinch-runner must be of the same gender and cannot be a player who has already been substituted out of the game.

Post-game

Good sportsmanship is essential for adult teams playing in city parks. Teams are expected to exhibit good behavior before, during, and after each game. This includes but is not limited to cheering for your own team, showing respect to the umpires, and shaking hands with the opposing team after the game.

Good sportsmanship

It is the responsibility of each team captain to make sure their team is exhibiting good sportsmanship at all times. This includes, but is not limited to, not using profanity, arguing with officials, or taunting opposing players or spectators. Any player or coach who is ejected from a game for unsportsmanlike conduct will be suspended for the remainder of the season.

Teams are expected to clean up their sidelines after each game. This includes disposing of all trash in the proper receptacles and leaving the area free of any debris.

Failure to adhere to these guidelines may result in forfeit of future games and/or removal from the league.

Post-game meal

After your game, you and your team can relax and refuel with a post-game meal at one of the restaurants near the park. If you choose to eat at a restaurant, please be considerate of other patrons and clean up after yourselves. You are also welcome to bring your own food and drinks to the park. Please be sure to properly dispose of all trash.
